no there is NOT an option to have DRL stay on with headlights that I have seen and from a manufactures POV I dont see why they would make it an option
could disable DRL and wire the lights to an ignition source not "ideal" but it would be close to what you want
AlphaOBD will connect to the correct module as long as the module you pick communicates the same way as the correct one
it will ether fail to connect OR connect to the correct module
the CBC I/O options are for setting the Input / OUTPUT on the BCM and that feature would be for dedicated DRLs like on Chargers - A light that is ONLY for DRL and NOT wired in on USDM trucks as far as I know in Canada the HIGH LINE projector headlights use the dedicated DRL for lighting the LED...

I use the OBDlink MX with a laptop AND forscan - 3 different laptops and 1/2 dozen different FORDS mostly late model pickups and never had ANY adaptor issues
my point is you can get the MX and use the PC version for both FORD and RAM
there is some belief that the performance of the tablet communications is at fault and changing baud rate I believe helped SOME people
