Ever more software layered on ever more software is always good, no matter what! Just ask the U.S. Navy that cancelled an entire ship building program because it took the 2 YEARS to get the 1st ship even functional.

or the CE and/or PM are a total A-hat and try to tell the button beaters how to do their job... "then you get what we had here last week". Only after two years of the equipment not working correctly the customer hires someone else who to fix the problems (more like scrap all the old code and start over).
