Sorry just saw this now. Yes put on before the cap and I believe that was 30 lbs. there is a thread in here “guide to leveling” and it has all torque specs and literally everything you need to know about

Front Sway bar end link control arm side 75ft lb
Sway Bar side 20 ft lb (Tighten this while truck is on the ground "under load")
