Problem with flip up rear seat

I've noted recently with my 2011 2500 Crew cab, that the rear seat does not want to flip up. It will raise to about 30 degrees, and then stop, as if something is blocking it. I have checked, nothing in the way. I also don't see any lever, etc. underneath to release the seat.

Any help with regard to the remedy would be appreciated. Thanks

Push the seat back towards the back of the cab while lifting the bottom portion? I know when I cut the hooks on mine, sometimes it binds up a little, and the hooks don't quite want to latch.

You need to trim the inside of the hook edge to a 45 degree angle. Mine use to bind when trying to fold my seats up, then I 45'd the inside of the hook, and they easily slide back into the loops.
