I'm taking the steps off my 08 ram. Is this area suppose to be covered with the bolt or did it come uncovered from the factory?

That bolt should go back in but depending on the kit some provide new longer bolts, so it may or may not tighten in all the way.

I thought it looked weird being uncovered. It did tighten all the way
