RPM fluctuation, normal or not

I thought I posted this a few nights ago but I can't seem to find it. So, this may be duplicated.

I have a question and I am interested if I can get some input from the community. I have been trying to trace down an idle issue one a different post. One of the statements I made was that when I hold the accelerator at 1000RPM (while in park) I get RPM fluctuations from @900 to @1100 RPMs. One of the responders thought that it was normal behavior. The shop that I had my truck in also said it was normal. It doesn't seem normal to me. It is not normal for my Town and Country and it is not normal for my Pontiac Sunfire. If possible, I would like to get some input from other people to see if it is normal or abby-normal.

Although, I am more interested in other people's experience. I wouldn't think it would matter too much what make/model/year/engine. I am more interested in whether it is normal or not across a range of vehicles.

different parts for different years and engines. TB was changed slightly from the 03/04 to the 05-08s........ at least on the hemi's it was...

Some fluctuation is normal for all engines. It depends upon air temperature, whether your air filter is dirty and even the temperature of the engine. Other factors also can do this but if you are not getting an error code do not worry about it.

I don't really remember. I just happened to do it one day (probably boredom waiting for one of the kids) and noticed the fluctuations. Didn't seem normal to me.

I am still interested in hearing about some actual experience. I see a reply saying some fluctuation is normal. I'm not saying it isn't, it just seems odd to me.

1000 RPM seems like a sweet spot for me. If I hold at say 800 or 1200, the fluctuations aren't as much as at 1000.

I am having issues with my truck. It seems kinda sluggish to me. If I am driving along and let off the accelerator, the tach drops pretty quickly to about 900 RPM and then bounces back.

As part of normal maintenance I have done plugs, pcv, O2 sensors.
