Auto trans stuck in low no other issues

I would start with fluid and filter change, band adjustment, and replacing the solenoids. Cascade transmission parts sells a good solenoid kit. Would also delete the check valve in the cooler line.
If this doesn't help, you're probably looking at valvebody replacement at best but possibly the entire trans
