Scrap them with your finger are they soft ? (the black spots) If so it's tar you can use some cheap tire shine or wd-40 or tar remover.

does it get all of the little spots too?
and do you just use that or water and soap too?

Yeah it gets all the little spots on my wheels and when it doesn't then I just wipe them off with my finger or a microfiber towel. Then again my wheels are pretty new. You might wanna try some metal polish and see if that helps getting them off. I have some eagle one metal polish right now, you can pick it up at walmart for like $5(more expensive at autozone and all that)

Soft bristle toothbrush, chrome polish or aluminum polish with a microfiber towel and patience will remove that as long as it's not pitting...

MEAN GREEN.. yet again a walmart or Dollar Store product that works GREAT on anything! Before I switched to Ceramic brakes which work great, that is what I used on my factory rims and still use it on the Moto Metals..

After all this, I would definitely switch to ceramic pads if you haven't already...

Once you get them cleaned like you want, use some Fukken on them. Then all you have to do is wipe them with a towel every once in a while and the dust just comes off.
