4wd shifter won't go into neutral or 4 low

I have a 99 ram 1500 5.2 and the 4x4 shifter only goes into 4H or 2H. If I try to pull it up past 2H it feels blocked, it simply will not move. It shifts smooth in and out of 4H no problems. One thing I noticed is that I can pull the shifter past 4H (down), which I've never been able to do in any other ram I've had. That's not normal, right? When I pull it down (accidentally of course) it grinds and goes into a non-existant gear. I'm confused! Also, the previous owner put in a new transfer case, could he have not adjusted it right? its possable get under there and see whike some one moves it up and down engine off! of course

Shift into neutral then try, they only way mine will go is to shift into neutral on the column the move that

There's a adjustable linkage tht u have too adjust if u body lift ur truck
