Yes, it can, but you'll need all the supporting hardware too I assume (brackets and such) that go behind them. Those may be different than your factory support brackets/bolts/etc.

I have read somewhere that the rebel uses 2500 brackets n **** , but i could be completely wrong!

BEst wayt to go about this is find a schematic for your bumper aong with part numbers, then do the saem for a rebel. see what is different between the two adn how much the upgrade woudl cost.
