Steel Bolts in Aluminum Head?

Has anyone encountered factory installed steel bolts for exhaust manifold going into a factory aluminum head? Dropped truck off at repair shop to replace driver side exhaust gasket and they tell my two of the bolts are steel going into aluminum and are having problems extracting them.

Does the factory setup for all this use steel bolts into aluminum heads? Are they supposedly stainless steel bolts?

What type of bolt should be used when tightening down the new gasket? Use stainless steel bolts?

Any help is greatly appreciated.

I think that you will find, that the broken bolts are the ones holding the Heat Shield on.
The bolts are a 1 time use product
so all the bolts on that particular manifold side need replacing
