2019 IBS Sensor connection at the battery is cut!

I'm looking at a 2019 Ram 1500 Bighorn/Lone Star 5.7 Hemi w/out eTorque with 22K miles at a Dodge dealer. Car fax shows regular maintenance and no accidents reported. I noticed that a sensor cable is cut at the battery at the terminal closest to the firewall. I think it was the negative post. The insulation is also missing from the battery. All others I've seen have a 1" thick insulating blanket on them. My research indicates this may be an IBS sensor. I'm wondering why it was cut and what issues there may be due to it being cut?

Sounds like someone messed with it , pass on this one if it’s been cut into and left unattached.
