Dealer markup on vehicles with factory incentives?

Is it common for a Dealer to put a $7k markup on a model that currently has factory Incentives?

Aren't the factory incentives usually reserved for a particular model or trim that they need to move stock on?

Local Dealer here is putting $7k markup on a vehicle that has a $4800 consumer cash incentive, and as of yesterday most other dealers are stacking an additional discount of $3100 bucks on the exact same trim.

Sounds like the dealer is trying to take advantage of low inventory and popular vehicles....they can ask what ever they want but doesn’t mean you should pay it!
Just picked up a 20 Laramie and got over $5k in incentives on top of over $5k off of sticker.
There are quite a few incentives right now beyond cash back - Conquest (owning/leasing a competitors product) Loyalt, 1st Responder i think even one for Realtors
