if you can move the recline handle it could be a couple things stripped handle, latching lever broke off the seat rod. If handle does not move it could be just seized wd40 or similar could help free it up. Anything else would be cheaper to grab a used seat from the auto wrecker for 50$

No obvious issue with the mechanism after taking seat out. Ended up removing 1 of the 2 side bolts (which covers the reclining hinge on the far side of the seat opposite from the hand lever) and reclining mechanism works fine now. With the 2 bolts re-inserted, it locks up the reclining mechanism. Left it with just the 1 bolt installed and all is good. Something must have got bent or bound up over time.
