Fleece Cheeta turbo actuator, weak braking

Any idea why my new turbo's actuator now braking adequately. The actuator works it just doesn't brake as hard as it should.

Did the new one required it to be recalibrated once installed? I know the City Diesel actuator one doesn't require recalibration, but other brands may...
