Integrated brake controller

I have a 2010 Dodge Ram 3500 4x4 with the factory integrated brake controller. Whenever I have been backing up lately when I use the brakes the trailer brakes grab and will sometimes lockup. I tow four different trailers and they are all tandem axle and they all do the same thing. I have turned the controller down to zero and it still does it. Today I had my son in the cab while I was hooked up to a trailer and as he was holding the brake I was testing voltage at the trailer junction block to the brakes. No matter where the controller was set 0 - 10 it was showing 3.24 volts to the brakes in drive, park or reverse. If you used the finger control the voltage was still 3.2 volts no matter where the slide was positioned. We did the same with my sons 2022 3500 because he does not have the problem I have when in reverse. The voltage readings varied and got higher as you turned up the gain. If you turned the gain to zero there was no voltage at the brake wire. I have noticed for quite a while my braking for heavier trailers does not increase as I turn up the gain. 3.24 volts 0-10 would tend to explain why. Is my controller bad or is it normal?

I would bet on the control module being kaput if you have a constant output of 3.24 on a scale of 0-10 volts all the time.

I would probe the output wire on the control module. If it is the same, that module is a paperweight now.

It "could be" the dash control switch, but I would bet on the module.
