2012 ram 2500 brake controller set to 0 but shows 10

I have a 2012 ram 2500 with factory brake controller when gain is set to 0 it displays 10 when applying foot brake and when completely stopped goes to 30 and is locking up trailer brakes tested on multiple trailers with same results set to light duty on dash

What does it show applying the slider? Might be time for a replacement controller. My '16 OEM controller shows 0-10 Gain adjustment but shows variable output during application in heavy duty (or less in light duty) or in manual application via slider. I almost never set to heavy duty (over 10k lbs), since my hitch is good only for 11k, per the manual.

Mine rarely goes to full applied power. Depends on applied brake pedal pressure and time it's applied for, constantly creeping up till fully stopped.

When using the slider it will go all the way to 99 on the screen if set to 10
