Issues with the SKIM?

Okay everyone,

2007 dodge ram 2500 with the 5.9
I have been having an issue with the Security system, I believe the WCM to be bad however there may be something else or in addition to. I am unable to program a new WCM into the truck, wont let me transfer secret key to or from PCM.
With the existing WCM I keep getting an error for the security key not being stored in the PCM. When AlfaOBD will let me send the key I do, and still I get that code. Sometimes I am unable to perform functions such as transferring the secret key due to a "incorrect pin error".
Also worth noting that I have no Remote Keyless Entry (RKE) at all. I also cant program a SKIM key.

Now here is the kicker, what I can do is start the truck. Whether its with the existing WCM or the new one that won't program. As long as a WCM is plugged in I can start it. The existing WCM says there is a key programed, I have 2. Both start the truck no matter the configuration. A most excellent problem to have as once upon a time the truck would randomly decide to not start.
Any and all help is greatly appreciated as there isn't much for resources out there.

Are you using a proper scan tool to attempt to program the SKIM keys and transfer the secret key data to the PCM?

Or are you using Alfa OBD only?

I have dealt with this issue in the past when an independent shop brought me a truck to the dealership and they had replaced the WCM and were attempting to program 2 new keys after the vehicle had been stolen and recovered.

They tried using a SnapOn Solus Pro and an Autel unit and all of their attempts were unsuccessful. Once I connected the WiTech to the truck I was able to restore the vehicle configuration and program the WCM as well as the two new SKIM keys and transfer the secret key data to the PCM.
