SOLUTION:

Realizing i never posted my solution, so here it is for anyone in the future. Tire size was the problem, I was able to adjust my tire size using an MPVI3 tuner, although there may be cheaper options. i simply typed the tire size i had installed on my truck and i started getting a correct speed reading. i assume the truck came with the smaller tires that were never tuned when bigger tires were installed before i bought it.

Tuner input the wrong settings.......no way tire size was that drastic
