That is an EGR Valve. It has probably been replaced before and the installer didn't do it properly. They are a common problem with that Gen of Ram.

$40-$60 part (I cant remember) easy fix IF you need a new one!

To make it easier undo the two bolts at the tube on the front and on the back behind the TB there is a slip clip and that tube will be out of your way.
