My limited experience and research leads me to believe that the OEM sets the speed limiter at or slightly below the tire speed rating they deliver the vehicle with.
My truck was at 114
My08 Charger was 118ish
Both those corresponded with the tires the vehicle came with new.
I believe that all of the limits of all my toys must be ( safely if possible) explored. cornering braking etc. Only by pushing them can you be aware of what they are and that has saved my bacon, especially on my motorcycle, more than a few times. IN the case of my motorcycle, recently I had to " straighten up and brake hard then lean back over having come into a blind corner a little "hot" with a deer in the road.
Having said that, once I know where they are I see no reason to constantly push it: I am amazed when I get passed when I am going 9 over going to work on a busy highway by a SUV going in excess of 90 with kids n the car/ on the phone etc.
I'm not saying what I have done is correct or legal Its just my preference.
I also take all my cars down the track, weather it goes 11.9 or , embarrassingly 17.4. I just gotta know.
