spare tire lowering rod

My father passed a few years ago and left me his 2000 Ram2500. I had a flat tire a few weeks ago and called road service. Due to a motorcycle accident on 3/23/75 I am somewhat disabled.

The road service guy couldn't lower the spare tire because the tube that accepts the tool used to crank the winch to lower the spare tire doesn't line up with the piece in the hole through the bumper. When the tube reaches the hole in the rear bumper, it instead is under the piece that goes through the bumper.:crazy:

I don't know if my father ever had the spare out, but I know that I haven't.

Any thoughts?

Sometimes its as simple as getting something to bend it back down. I don't remember if metal mounting brackets are used it shouldn't be too hard. One of two things moved, the tube or the bumper.
