2006 dodge dual climate issue

I have a 2006 dodge ram 3500 Laramie with a dual climate AC controller. I have my motor speed selector constantly blowing when shut off. I'm not sure how I can get it to select the speed I want but so far I've changed the resistor on the passenger side and tested a new Lower motor also with no luck. So max speed and the 2nd to last speed work but on the off, speed 1 and speed 2 it just blows faintly. Please help!

Does it make alot of noise but very little airflow? Or is airflow normal at full blast?

Airflow is pretty normal but I know I'm also having an issue with the blend door. I would like to be able to shut off my ac or heat as I need to
