No. Just the heater. Back in the 70's there was a cable controlled valve that did this. Also controlled the heat by slowing the flow as needed.

Believe me I'm no expert on diy"s , but vicegrips would be a tad handier too shut off them hoses. imo.

Vise grips will crush your hose and split it.
