I looked at my fog lights and noticed that they sit a little far back in their holes. They don't sit flush against the lower bumper piece. While I was in TX I checked out a 2013's fog lights and they were the same way. Are everyones like this? They are the verticle type lights.

The ones on my '13 sit back a little - might be for cooling (so the hot light housing doesn't fatigue the plastics in the front fascia) or might be for draining purposes from rain while driving.

My left side is a little less flush then the right but those are some good points crazy_luck.

I went back to see dealer inventory and they all are the same give or take.

I just did a projector retrofit in my 2014 fogs. It's normal for the space between the light and bumper. The light is floating on a plastic bracket bolted to another plastic mount behind the bumper. They need the space for the up and down adjustment aim. The whole lense tilts up and down via the adjustment nut.
