Getting P219A code and still have the tick

I have a 2017 Ram 1500 5.7 Hemi. It has the tick that so many have but now I am getting the P219A code. I have tried so many things and replaced so much now. I replaced both manifolds that had broken bolts one was warped the other was not so bad but I changed it anyways. I did a smoke check and no leaks but I changed the gas cap and the canister above the tank and the EVAP under the hood even though it passed the test when I blew through it.
I start the truck and it still ticks and when I run the live data the long term trim bank 1 does not move like the short term trim or long and short in bank 2. I know the check engine light will come back on. Any ideas would be great. I’m stuck here.

Could be as easy as a defective O2 sensor or your cam is eating itself

I changed the upper O2 on the driver side would it be wise to change the lower as well?
