Well then, playing devil's advocate couldn't even defend these defects. Initially when I looked at them, they looked as if paint chips that had been cleared over... Not an issue with up-gassing, runs, solvent crazing nor orange peeling... As you stated, It appears that you have trash below the base coat also and not just below clear coat only. One shot looks as if trash is trapped underneath the base coat and also looks similar to what is referred to as cratering/blistering, it's hard to tell from the pics as you have the best view and I'm not a schooled trained/ certified painter.
It's hard to believe that these defects would slip by Quality Control/Assurance.. If so, a drug screening is in order, maybe one for the robots also. I leave less trash on the walls when using a paint roller while interior house painting... I understand that 75-85% of all auto paint used are provided by the two major paint suppliers, so to say the paint itself sucks is overkill. However, the paint process and QC values are definitely questionable, regardless if this is a factory finish, refinish by dealership or contractor, without doubt...
You're intelligent and clear headed...Have you given thought to stopping by several reliable paint shops and get paint estimates along with detailed shortcomings of your paint in writing, third party. Also have them gauge the paint thickness of cab and bed in several areas, especially on defective panels and ask them to document on the quote the findings and what panels were tested. As you know, depth of paint will be a dead giveaway to whether or not it's been repainted. Make several copies and provide to dealership, email/mail copies to corporate and let each know you want to initiate a warranty claim. Also make them aware you have posted pics on the Ramforum site and not only are members watching the end results of a resolution but potential new buyers are also watching. Grounds for a lawsuit are in order if no expected resolution is met. Force their hand, whether or not this was a refinish or factory paint mishap should present itself at some point.
So this is on a 2015 year Ram, at what distance are these defects noticeable? I think you are easier going than I as I would not accept ownership. Correctable orange peel and runs are one thing but this is unacceptable
Since you mentioned the Rams are produced in the Warren, Mi facility, I did a quick search and found they are producing in excess of 100 vehicles per day at the Warren plant. I also researched where the Chargers and Chrysler 300's were produced, not the same plant as those are produced in Canada.. Just as someone already mentioned, If Dodge is dropping the ball on Quality Control more people need to post pics for awareness until Dodge acknowledges fault and makes necessary corrections. Although if they are meeting OEM standards, nothing will change
I can see the port of Colonels Island from my backyard, ships bring in vehicles from the manufactures of BMW, Porsche, Mercedes Benz, Jaguar, Saab, Volvo, Land Rover and Volkswagen... the intransit inspectors would not have accepted that vehicle. I understand they take some pretty extreme measures
Be interesting to find out full details of the paint history of your truck. I feel for you. In the meantime, I hope noone else posts pics of some serious uncorrectable paint defects as I don't like the taste of crow.. Yeah, I've eaten it before that's how I know I no like... Actually I've seen similar with another automaker, regardless it's unacceptable
In short. I'm still not going to say Dodge paints suck but I will say this, "your truck's paint job ' SUCKS ' "
To the Op.... I noted you said you did not have any noticeable swirls in your paint, if the dealership has ever washed your vehicle before you do now and you're just not seeing them as the color of your vehicle must be masking them well. Inspect with artificial lights or the next time you are at a shopping center, gas station, etc with overhead street lights inspect paint up close while looking at the surface from different angles.
In the event you do not have a polisher, you can hide/mask these swirls by using a swirl filler. If you like, I have a sample size of Wolfgang's Pre-Wax Polish Enhancer you can have. Every now and then, I will take the time and select a free gift from AutoGeek when placing an order. I've yet to date received the item I selected and have just been chunking em. I have no experience with the item as I don't use swirl fillers but this would be perfect for someone that does not have a polisher.
