This issue just showed up for me. No lights, gauge will flutter between 0 to 1k rpm sometimes when key is on and horn won’t work. Tried jumping and tested battery

You got some serious corrosion on your battery cables, I would replace the positive&negative cables and clean the battery posts, also have you checked all of your fusible links, I know the starter has several and also the alternator, and some coming off of the battery.Leave your ignition on and turn you wiper blades on and mess with the yellow wire and positive of the battery and see if the wiper will go off. If they do then you found the problem. You can use something different than the wipers but that’s what I used
Did you have to reprogram your key fob after replacing the ISS ?Solved for me. The issues was the Ignition Starter Switch (key slot in the dash). Once I replaced that I had no issues starting the truck. The part I bought was at rock auto at the link below, part number MOPAR 68271986AC
