So I'm almost sure it's my converter but just making sure. In second gear while I'm under part throttle I get a small rpm drop like 100-200 is that the converter or another issue

This isn't the MDS kicking in & out? Dodge partally unlocks the torque converter when the hemi goes into MDS mode to reduce the feel of the vibration in four-cylinder mode, so a slight 100-200 rpm increase is seen on the tach, then it dips back down when the TC locks in eight-cylinder mode. I haven't tested keeping it in second gear to see if it still happens but just thought I'd mention....

Nope not mds because it will do it when i have it in second with the console shifter also....the only time it does not do it is if i give it more then half throttle or if i have it in tow haul mode. I would actually drive it all the time in tow haul if it would have just a little bit lower upshift into 4th gear

It is possible that you have a pump problem. Tow/haul boost line pressure and changes shift points

Could also be a solenoid pack on the valve body. I have seen a few of those.
