I have a set of Rough Country torsion keys for my 2005 1500 QC 4x4. I bought this truck from original owner and it just had new shocks and tires installed. the shop i went to to put the keys in said i will need new longer travel shocks? is this true to just level 1.5"?

It's not something you have to do, although some people do go ahead and add longer shocks with a level. I cranked the torsion bars on my 05 and never got longer shocks. I very rarely bottomed the shock out.

They are not required in order to level out the front, but I would recommend them for a better ride and handling. You will just lose a little upward travel in the shocks.
