My ram is completely stock, I parked next to my friend who also has a full stock 98 2nd gen and noticed my truck is short. We measured it up and its 2" shorter than stock, what could cause the suspension to sag like this?

Is the other 2nd get an off road edition? If so, then they sit higher than the non-OR trucks.
Aside from that sagging happens. Coil springs is the only thing that can actually cause sagging, though many will argue that replacing shocks will lift the truck back up, which is rare, but could happen if you use a super stiff monotube like KYB or Bilstein.
Compare it to your 01. That should tell you if your buddy's truck is taller or if your's is short.

Jackstands, wrenches, impacts, lots of beer. And replacement coils and leaf springs.
Couldn't tell you. I work in a 4x4 shop and I don't get stock suspension parts. Sorry.
