TINted tail light help

So about a year ago I tried to spray tint my tail lights and I took advice from my brother who told me not to sand and just spray them. So I did that, but I put the clear coat on and it made it orange peely. I just lived with it till now cause it wasn't a big concern, but now you can't even tell I tinted them so I'm just wondering how to go about it the second time around. Do I sand the clear coat then spray or sand, use rubbing compound and try again?

I used gasoline and a little elbow grease to take it off , came off pretty easy with the gas. Then just red pray them and don't do the clear coat. Worked for me....
