I can't understand the makeup of my wheels on my ride. It looks like there is a plastic like veneer glued to metal. Is that right?

Yeap sounds like you have "chrome clad wheels"

I have found the chrome clad wheels to be pretty durable.

Iirc, some have plastidiped their chrome clad wheels.

It's plastic chrome so the proper prep needs to be done to paint them. You can plasti-dip them as well.
