What ever that stuff is its dry is that coolant ? or loctite ?

It's probly a waterpump replacement. Packing is gone in the pump leaking out the weep hole. Your pump bearings are now not long for this world.

Looks like its coming from the crossoverpipe or thermostat housing truck only has 90000km on it thats sad

Its coolant. I'd be changing the water pump soon especially if youre planning any road trips. Use the correct coolant. At 90k, I'd consider replacing all the coolant too.

thats in km so thats like 55000 miles also the rad is full so it doesnt seem like i lost coolant though ? weird

Probably isn't low on anti-freeze because it's just started to leak. Not weird at all.

For sure a coolant leak get Oat concentrate and mix W/ distilled water.
Or just do away with the mopar specific coolant, flush the system and put universal in. That way you don't have to worry about topping it off anywhere if you're on a road trip and in a pinch.
