Floor jack punctured frame (weak spot?)

Anyone know this part?
First time poster here, long time reader. I'm hoping someone more experienced can help me identify a part number or even the name of the piece I'm looking at. I suspect it has something to do with the coolant but not sure. It's rusty and has started leaking a bit and I want to replace it...- loudnproud
