2004 Dodge Ram 1500, difficult steering low speed

Have a 2004 Ram with 5.7 Hemi. Difficult to steer at low speed. I have replaced power steering pump, power steering pressure sensor. I think the next thing to replace is rack and pinion. If anyone can give some ideas I may want to check before I replace rack and pinion it would be appreciated. Thanks.

Its a basic system 1 of 4 things. 1 is pump still bad even tho you replaced happens 2. system is low or leaking fluid 3. your belt is slipping 4. rack has some kind of internal failure not to common tho.
