99 5.9 no start "SECURITY" flash

My 99 5.9 was running great after diff work. Went out to move it and it started n ran 5 seconds died, tried restart ran 3 secs died, tried again fired like twice died. I tried again and as soon as it hit run the lights & horn flashed & honked repeatedly. I can hear the fuel pump energizing and it will run when ether is sprayed down the intake plenum. I have tried resetting the security with mixed results "never started" I can get the lights & horn to stop but the SECURITY dash light keeps flashing. I used my noids to verify that the injectors are not energizing hence the no start also it did not come with a FOB but there has never been an issue till now....I ran my scanner on it today and it threw no codes I've done all the recommended restarts with no luck......BUT I finally noticed today that my steering wheel will not lock AND I can remove the key from any position in the switch ????? Is this what is causing my no start...... :unsure: Replaced the ignition lock and switch, key only comes out in the lock position but still has the SECURITY FLASH and crank with no run. Steering column still does not lock and it will fire with ether shot into the ail cleaner plenum ?....Does anyone know how the steering wheel gets locked up is it mechanical "locating tabs on backside of switch ???? " or electric....would the TCM interface with it ?????
Part of "No Start" diagnosis on vehicles equipped with VTSS should include a verification check of the power supply to the Central Timer Module (CTM). The CTM provides the Powertrain Control Module (PCM) with an "OK To Start" message via the CCD bus. If the message is not received by the PCM, the PCM will not allow the engine to start. Initially, the engine may start and stall but will eventually not start at all. Most CTMs are supplied battery voltage through the power door lock fuse. An inspection of the fuse should be one of the initial diagnostic checks performed. If the fuse is operational, a verification check of the communication system from the CTM can be performed using the DRBIIIO. Attempt to

communicate to the CTM. If the CTM does not respond to the DRBIIIO, the DRBIIIO will identify a "No Response From Central Timer Module" message. A "No Response From Central Timer Module" message may indicate that the CTM is not powered up. Please refer to the "Communication" section of the appropriate Body Diagnostic Procedures Manual to assist in "No Start" diagnosis due to communication problems from the CTM. In addition, the "Vehicle Theft/Security" section will aid in the diagnosis of "No Start" issues involving the VTSS system.
