Attaching mounts to front of middle front seat.

I need to screw mounts to the front of the fold down seat on my Tradesman. In front of the cup holders. What the heck is under the cloth and padding? A sharp drill bit would not penetrate it. I cannot imagine it being metal. Thought it would be plastic or maybe a composite wood form.

Just need to drill 1/8 pilot holes for 4 screws.
