Bedliner protectant?

So a few months ago, I sanded the crap out of my wheels an used a self etching primer and the rust oleum spray on bed liner and their are now a couple chips on the coating, so I'm looking to just spray another coat or two onto all the tires. They have also gotten a chalky look in some areas, how can I fix this? Is there some kind of clear coat I can spray on over it? Maybe one to give it a shine?

I'm lost... Is it on the wheels or on the tires?

If it's bedliner material sprayed onto the wheels I'd hit them with Adams Super VRT or something similar. It's silicon free and repels water so dirt won't glom onto it and it'll last for a while.
