Best way to fix rust on underside?

I used to have a tundra and the frame rusted out badly. I want to prevent any rust from further deterriating the rams vital components. I am thinking a bed liner might be good but I've read they are expensive? Has anyone done such things and have some tips? Also the cable for the hoodelay release is severely corroded as well as few small spots around the engine.

Honestly i would just pay someone to do it. Undercoat the truck completely and i would get a carpet liner for the truck bed.
