Bracket Identification

Hope this is in correct topic as it is in the engine compartment. I have a kn cold air intake that was installed before I bought the truck used. I noticed this bracket (circled in yellow in pic). Is this the bracket where the original filter housing attached or is it for something else I may be missing?

A zip tie with a Christmas tree fastener goes in the hole ,tie around the large harness in front of it. When I opened my hood just now to look a fkn cat jumped off the battery blanket,over the fender and into the woods . About scared the life from me and it.

Alot of guys pull the ziptie connector so they can move that wire harness out of the way to change spark plugs,and break the connector in the process.
When they just did my plugs, they must have as well and i decided to poke around under hood and noticed something was out of whack but my first thought was maybe the old air filter housing. After they mentioned it being the tie down for that harness and I looked at it again, it totally made sense.
