I live in Minnesota and we have frequent below 0 temps. My 2015 Ecodiesel takes a long time to warm up. I have the grill covered with the factory cover. I just replaced my radiator and thermostat. It takes 15 miles on the highway for the engine temp to get up to 180 if even that hot. Today the temp is -15 outside and with a 10 mile drive to work my engine temp only reached 152 degrees. Is this normal? Is there something else I need to do to get this thing up to temp in the cold?

If your eco diesel has a blocker heater put it on a quality 15 amp timer to come on 3-4 hours before you head out for the day this will aid with warm up time, if it does not have one look into buying a oil pan heater, also at this temps I hope your grill cover is kept fully closed... BTW know what its like to have a diesel engine take for ever to warm up as I use to live 30 miles south of MN line off I-35.

Thanks for the advice. I do have a block heater. It was plugged in all night last night. This morning -13 and after driving for 20 minutes max temp was 180 degrees.

If it was plugged in all night and only saw 180 have to ask is your truck parked outside at night? I recall my old 06 at -20 an parked in my unheated garage with 4-5 hours on block heater seeing 190+ after driving 20 minutes at 50-55 MPH on county roads in IA, so I now wonder if your eco has a much low wattage block heater compared to what Cummins installs on there diesels an suspect that may be the best you will see at those temps :(

When the temps hit 0°F and below the entire grill can/needs to be covered. If you have the winter front that came with your 2015 it probably doesn't have the adjustable flaps. The later model year covers have the adjustable flaps(cover with flaps:82213959AC).
If you do have the cover with the flaps and they're all closed, you probably need a thermometer.
I have stainless steel grill inserts and anytime the temps are at/below 20° run all four with just the lower two restricted openings, as the temp gets colder I close off the rest. If the coolant or oil start topping over 220 , there isn't enough winter front open.
This is what it looks like with just one lower restricted:1000034506.jpg

All you can do is use the winter cover, and a couple of hours of block heater. Without a load she will take a long time to warm up.

I noticed that my electric cooling fan comes on immediately when I start the truck. It was below zero and the fan comes on. The fan is constantly running no matter what the temp is. I thought maybe the defrost is on so I made sure the defrost was not on. Is it normal to have the cooling fun activate when the temp is below zero and the truck is just starting?

Yes. The fan will usually be spinning to some degree. It doesn't mean it's actually fully engaged and trying to cool the engine. You should be able to hear it when it's fully engaged.

Have you turned your AC off?

The EcoDiesel is PWM electric fan and won't hear it engage. About the only time you'll hear that fan is if your working the engine or there's a problem.

Does the look to be spinning at a minimum speed? If you can hear the fan actively running that might be an issue as it uses coolant and oil temps along with AC pressure to determine operation. It most likely runs at a minimum speed as a diesel will cool itself off when left to idle and under certain circumstances build up heat under the hood without the coolant/oil being overly warm
Does your oil temp stay within about 20° of the coolant?

Check your block heater to make sure it’s working, before you start the truck you should feel heat on the block/ rad hose .

If you can get at the front of the radiator, you could add cardboard to help the winter front .
Cut about a 6 or 8 inch hole in the center so you get a little airflow .

You could have a bad thermostat
New is not always good, buy factory,
No Chinese crap
