Engine temp gauge not working in cold climate

The engine/coolant temp gauge needle (sometimes) dont move at all when driving. When it happends, I just turn the engine off and on again and then the needle bumps up and starts working as it should. It only seems to be happening during winter. Never during summer.

Could it be the instrument cluster, the needle not working? Or could it be the ECU?

Dodge ram 1500, y2008, hemi 5.7
