does anyone know if all the holes in the fenders for the fender liners are suppose to have screws or plugs in all the holes. seems like on mine each wheel is missing a couple. lazy line worker or bad inspection?

i think the other holes are for the fender flares

Correct, I had either 2 or 3 that didn't have any bolts, screws or fasteners, they were eventually used up with the install hardware from the fender flares and even then I think I still had 1 or 2 without anything in them ...

Yup, for the flares. I have non-OEM 2500 style and all the holes got filled when I installed them.

you would think they just use the push plugs to fill the holes, cause the liner isnt tight in those spots

My liners didn't seem very well attached even with all the push pins in so I drilled behind a couple of the extra holes and attached some extra push pins. The liners fit tighter and don't "flap" anymore.
