(they're aimed above my headlights) and i cant find a damn thing on how to adjust them... the only screw i could find is tucked behind the plastic bumper and is impossible to get to without taking the bumper off... is that the only way??? someone help please!

The adjustment is accessed from the front of your truck at the top of the light assembly. See photo it shows the shrouded adjustment screw. Put your truck 25' from a wall, turn on headlights (low beam) and turn on fog lights. Turn adjuster screw to adjust fog light beam, bring down till you have a thin gap between headlight beam and fog light beam, then adjust fog light beam up until the beam fills in the small gap. Best done in the dark on level ground.

Sounds like the left side light is on the right, and the right side light is on the left, thus they are mounted upside down. You need to swap them.

The adjusting screw should be at the bottom of the assembly and look sort of like a plastic wing nut.

To aim the light up turn to the left, or right to aim it down.

I installed a set on my 2017 ram yesterday (vertical fog lights).

One other thing is to see how the bulbs are inserted as far as positioning. Mine were LED and at first they were way low, even adjusted almost all the way out. I repositioned the bulb to where it locked with the bottom of the plug in a 1 or 2 o'clock position and made a world of difference. Hope this helps.
