Front bumper mounts to what?

I have a 2016 Ram and did some front end damage to the driver side front chrome bumper and top piece on the top of bumper. The driver side bumper is pushed inwards. I know how to remove and replace the bumper. But I suspect there is another part that attaches to the bumper mounting brackets and it is damaged. The item I am looking for is in both of the images attached. The first image shows it has a flat plate with 4 mounting holes pointing forward. In the other image, the side view of the mounting plate is shown. Any insight as to the part and what is required to replace it would be greatly appreciated. Thanks

Tow Hooks fastened to the back side of the Bumper Plate




That row of bolts at the bottom, is where the large Plastic Air Dam fastens to the Chrome Bumper

I have forgotten whether these pieces went with the Chrome Bumper or the Plastic Bumper.

I am leaning to them being part of the Plastic bumper
