Gen3 PCM Issue Hanging RPM

Had PCM Reprogrammed at engine and trans overhaul. Prior to, no issues. Currently, when AC is on and clutch depressed to stop or change gears RPM of engine hangs at same level unless AC is turned off, then RPM falls to idle.
Programmer claims no difference with program manual to automatic.
Correct P/N provided by Dodge dealer:
VIN# 3D7KS28DX8G110377
PCM # 5150321AC
