I'm having the exact same problem myself and it's driving me crazy.
I bought some really nice bright 30W Amber bulbs for my front signals. I hooked them up and thought maybe they would pull enough Watts to work without resistors, and they did. Until i started the truck and took it down the road and heard saw the "bulb out" warning pop up on the dash.
So i tried installing a resistor, and it seems after installing it on the 2 outer wires, one being a ground, and the other +signal lead, the bulb would blink fine. But once i turned the running lights on, it would stay on bright and would no longer blink.
No, the bulb was not in backwards, i did a bunch of test.
The funny thing i noticed was, when the running lights are on, both + leads at the bulb receive power. Not sure why this is but I'm pretty sure it has something to do with this problem.
I was thinking of installing some diodes thinking maybe some of the power from the LED is backfeeding somehow and causing the park light to stay on bright.
I'll test it out tomorrow and let you know the result.
