Here's what you need bud:

1x HID relay wiring harness - Retro-Solutions Store
2x Resistor Link 50W 6 ohm - Retro-Solutions Store

This will get you the right harness for your application (assuming that your bulb has a halogen bulb attached to the HID bulb)

Dude - install the harness, run it off of the heads.

You may have the wrong set, a lot of universal kits won't work on the Dodges, they will blink like what you're saying yours are doing... the kits JJ sells are guaranteed not to flicker

d'oh! typically I tell customers to run it from the fuse box, there is a jumper there. Gives you a few more inches to work with.
