MESSAGE: Exhaust System Service Required

My son's 2016 2500 Laramie, 6.7l Cummins is showing the above message.
He was showing a U1010C code earlier, can these be related?
I was going to check the wiring at the Turbo Actuator 1st and go from there.
Also, any recommendations on a OBD2 scanner for a laptop to check codes and maybe operate some functions?

Which OB2 software can I use to calibrate a new actuator?

OBDLink SX plugs into a USB port. AlfaOBD can read codes and initialize a new turbo actuator.

City Diesel makes an improved actuator that does not need initialization.

Thanks for the reply.
I intend on confirming the wiring at the actuator (voltage and impedance), if good I will look into City Diesel.
City Diesel's actuator is plug and play? No need for OBD2 intervention?
